1. As sympathetic as I am to your problems in connection
with assumption of the Top Secret Control function, the evidence thus far
has not been sufficiently strong to convince the DD/I that he should agree
to a ceiling transfer.
2. At the present time, no ceiling spaces in the Support
Directorate are available for transfer. We can, however, reexamine your
ceiling situation in your FY 1975 Program Call response with the hope that
we can make some compensating adjustment when the FY 1974 Operating
Budget is established.
