Ike Skelton's staffer asked me to pass on the attached
package to the two of you. It underscores the Administration's
failure to sell the Contra program domestically and includes
some novel suggestions for doing so. Despite our interest, this
is a domestic-political issue that is generally out of bounds
for us.
