21. BRIEFING Representativ elt n
(D., Mo.), came to Headquarters at 0800 hours for a brie ing by
DDI/OER, on Soviet civil defense. See separate Memorandum
for the Record. Mr.', Skelton much appreexiAted the briefing.
22. BRIEFING Concerning the Congressional
China travelers (Co-Chairmen Representative John Brademas, (D., Ind.)
and Senator Richard Schweiker, (R., Pa.) et. al.), I arranged for
DC/DDO/EA to give escort officer, Mike Oksenberg, of
the National Security Council staff,a defensive briefing, which Oksenberg
will pass on tolthe members on their airborne way to Peking. Oksenberg
was pleased. ?CPS and CRS caused rush jobs to be done collecting
copies of more unclassified publications on China, and
traveling members.
which were delivered to Oksenberg for distribution to the
CPS, talked With State's principal
briefer of the group, Harry Thayer,of the People's Republic of China desk,
and they decided there was neither time nor need for a CIA briefing of the
travelers in addition to what State and National Security advisor, Zbigniew
Brzezinski had given them. Oksenberg w4s grateful for the publications and
the help. I advised Jim Mooney, Adminidtrative Assistant of Representative
13rademaS, and 'Dave?Newhall, Administrative Assistant of Senator Schweiker,
of our efforts.
23. I called Suzanne Cavanaugh, Library of
Congress/Congressional Research Service/Government Division, to advise
that there was an uncalssified CIA publication on terrorism, contrary to
what I had told her several days ago. The publication is a research study
entitled, "International and Transnational Terrorism: Diagnosis and
CPS, reported that
Prognosis", published in April 1976.
this was in the DOCEX System, and I reported this to Cavanaugh who agreed
to check in her Library files for copies; if she finds none, I agreed we would
send her copies. .
