Dear Mr. Udall:
As Mr. McCawe noted in his telephone conver-
sation with you today H. B.. $716 placed the Director
of Central intelligence at Level 11 of the Federal
Executive Galaxy Cchedule and the Deputy Director
at Level M. However, 1.1.11.. 8986. which is the bill
which the Cocaraittee has rated on. reduces the
Director of Ceatral Intelligence to Levet! 111 and does
root include any specific tr.ention of the Deputy Director.
Mr. McColl* stated to you that ha believes this is most
unfortunate for the Agency and its relationships with
other departments and agencies with which it must
constantly deal and he feels it is most important to
put the Director back in Level 11 and the Deputy in
Level
A proposal far an appropriate amendment is
attached hereto.
