11. LIAISON Mike Romo, in the STAT
office of Senator Donald Riegle (D., Mich.), relayed a request from
the Senator, who called from Panama, to get a copy over the weekend
of the CIA "oath" taken by employees entering on duty. A guess was
that the Senator was interested in the Secrecy Agreement, and after
discussion within the Agency, I left a copy of the Agreement form
for Romo, at Senator Riegle's office, on the morning of 12 November.

LIAISON Wayne Smith, of the
STAT
State Department's Cuban Desk, called concerning my request to
George Winnet, of the Office of the Assistant Secretary for Congressional
Relations, Department of State, for a copy of the State Department's
reply to Senator James Allen's (D., Ala.) letter to State on State's STAT
passage of information to the government of Cuba. I explained our
interest to Smith, and he agreed to forward a copy of State's letter
for our background in dealing with Senator Allen's letter to the Director
on the same subject. I said that we would let the State Department
know how we eventually responded to the Senator's letter.
13. BRIEFING Joel Johnson, of
the staff of the Senate Foreign Relations Foreign Assistance Subcommittee,
called and described in extensive detail the points he would like to
discuss with OER analysts as a reflection of his preparation for a
major role in what he describes as "a major rewriting of the Foreign
Assistance Act." NFAC/CSS, later reported that STAT
Johnson had previously arranged directly to come out to the Agency,
at 3:30 p.m. , on 14 November, to discuss this further, and that
NFAC perceived no objection to the visit.
14. LIAISON Sent via courier to Ted Winicov, in
the office of Representative Richard T. Schulze .(R., Pa.), a copy of
"Soviet Commercial Operations in the West" per his request of yesterday.
15. LIAISON Sent via courier to Joy, in
the office of Senator Richard G. Lugar (R., Id.), a copy of "The
International Energy Situation: Outlook to fr5" per her request.
