1. The meeting was called to order at 0930 by

Board members may wish to view the exhibit at the Smith-
sonian entitled "Women in Science". (Museum of History &
Technology through Jan. 12.)
b. Board members should be alert to the possibilities of
nominating qualified women for the Roger W. Jones Award,
which recognizes outstanding executive leadership. No-
minations are to be submitted through the individual's
Directorate.
c. Articles for the next Newsbrief must be submitted by 20
Dec. 1978.

carried that the memo will be sent to Admiral Turner, but
routed through Mr. Gambino for his information.

reported that Barbara TUchmann will be speaking SI-AT
to Agenc em ioyees through the Guest Speaker Program, 27 Feb.
1979. intends to compile a list of women who could be
possibi ities for FWPB sponsorship through either the Guest
Speaker Program or through programs directly administered by
the Board or Working Groups. She solicits ideas/recommendations
from Board members.
6. The main portion of the meeting was devoted to an exchange
with MY. Bertrand Harding and Mr. George Mhharay, two of the
representatives from the National Academey of Public Administra-
tion, who are conducting a thorough examination of the Agency's
personnel system. Mr. Mhharey presented some background on
the Academy, the four members who have been chosen for the
study, and their plan of action to solicit the information
needed to make their proposals by March 1979. Many topics
were then discussed, including representation on career panels,
LWOP practices, overseas' assignments, and vacancy notice
distribution. The Academy members stated they are particularly
interested in problems which may impact minorities and women,
and solicit any futher views or perspectives that Board members,
or the women they, represent, may have.
7. The next meeting of the Board will be Tuesday, January 9, 1979,
in Room 6E60. will take the minutes.
