C, lic00005wwwoommmilaWbwoo, 25 July 1944 MORAN= TO: General Donovan SUBJECT: Recommendations of the Board of Review:. ? I met this morning with the members of the Board oUtt ew to discuss several questions relating to the form in whichpproved recommendations of the Board should be issued and the procedure for handling. then. Our conclusions were as follows: I. That approved reconaendations of general application should. be issued as general orders in a designated number series signed by the Director and not, as at present, as administrative bulletins. This will eliminate any doubt as to the status of such directives and will conform to our established system of general and special orders. Administrative bulletins of this character which Lave already been issued will be redesignated general orders in this series. 2. Administrative bulletins of the Board of Review' will be either (a) announcements relating to the organisation and prooadures of the Board, or (b) opinions or background discus- sions supporting recommendations of the Board which, it is felts should be given general circulation. 3. Where' general orders are to be issued, proposed orders will normally be submitted by the Board together with its de- tailed reemendations. In appropriate cases the detailed rec- vmmendations wi,11 be issued simultaneously with the order as an. administrative bulletin. The order will normally begin with the fallowing sentence: "The following recommendations of the Board of Review are hereby approved." , SCRS disoussionf..was also held on tb.e procedure to be .?ollewed for notifying those concerned of faction taken by the U.LteOteqt on recommendations of the Board of Review which are not Pctbe, tatrataated to the Agency, but of which notice is to be tlt tho particular 'branches concerned, e.g., SI and Special It now -the practice to return. to the Board of Review the - it hits submitted to the Director with his 'eritOn .cteaisiori'noted, thereon. I stated my opinion that it wau.ld be best if we had In this Agency the general rule -which is not being followed in the Matte Rouse, i.e. to collect in the Director's file all autharizatiaas and approves which the General has signed, so that these can be readily located in one place at any future time. Until such a policy is establiehed, however, I can see no objection to the ap- proved originals of this series being lodg,ed with the Board of Review. It was the agreement of the meeting that with your ap- provs3. this should be done and that the Board of ReVielf ewou3.d notify Special Funds Branch of all pertinent recommendations -"hi& you hale approved. Both Colonel Rehm and Mr. Goddard edill be sati.sfied with this procedure if you will first authorize Special Funds Branch to make payments on such notification. Colonelaears expressed the velllingness of the Board of Review to return its file of approved originals to the Director if at any time it shoed be decided as a matter of policy to collect this type of document, in the Director's Notification to the branches concerned of action taken by the file. Director' .course , normally made by the Director' s Office. The Board of Review feels, however, that in the case of ..ts recom- mendations it would be best for notification to be made by the Board, since it knows a33. of the parties concerned and has discussed the matter with them. This seems to me to be reasonable, and it im proposed in tuch cases that the Executive Office, in notifying the Board of Review of action taken, elill request it in turn to notify ot.bers in the Agency who are concerned. 5. Inn. you kindly indicate whether the foregoing procedure has your approval. te,,,e-177 %gamin 25 July 1944 CONFIDENTIAL 'Yr-777, on, 1. ? :440:14-t ..mirmili111111111I ' II Declassified and Approved For Release 2013/12/18: CIA-RDP13X00001R000100020003-9 Declassified and Approved For Release 2013/12/18: CIA-RDP13X00001R000100020003-9 ????)* J ? ; ..ottoolor (P 14 :4 /V, 94 7 2 August 1944 114101011D/311 TM CM:IRMA DOA= OP nzirlog AA I indicated to you in 0t747 telePherte conVergation attornotia, Oenaral Donovan, Colonel 51xton and tiro ,01344100n havit *peed that in accordance with tbri previous recomunondation of the Executive Ocurinittom a 40..14z or 46000 per onuMis sksotad be ent*blisbod. .tionoet co4ennation paid to militant or naval 1 who have been assigned to a mionion desived to bpiratc 'behind *noisy lines. %boy further agreed that the Board or ReVilat !inTiVit*SOLte add arrive at a dominion on eaolb Cajlia *barn a4dition4 componsation nix being paid., ret4i,ionos to taia Direatorin 'PI Ciage Where Ale brit ciOjento to 01 ruling of the Board? ich I aat roturnint 'herewith the recommendaid.oxul .or thbe Wood ao tha:t can be reviscd in accordance todilt 'the aboAtio? *ttacbment A.
