SUBJECT SALE Island Project

i. Submitted herewith is report of Project
an SALE ISLAND AIR BASE (Cape Verde Group) by Colonel
KOSCATELLI of the Italian Regis Aeronautica. Translation
by this Section also attached.
2. Colonel KOSCATELLI was taken on by this
Section in September 1943. While he was doing special
work, it was imposts-int that the intelligence he could
offer to Allied Air Forces be Obtained by competent
interrogators. This Section finally got In touch with
CSDIC, who after several days of Interrogation in Naples
took the Colonel to Algiers and thence to London.
3. During his two week interrogation in London
Colonel KOSCATELLI first discussed this Project with Mr.
MAZZARINI of OSS. The project in to obtain for American
use the Italian?leased Portuguese air base in the Cape
Verde Islands, SALE. On his return trip to Italy, the
Colonel *Iwo discussed this prolect with Colonel GLAVIN
and NV.. SCAMPORINO. Prior to reporting back to his mission
the Colonel was advised by Colonel GLAVIN to go to Brindisi
to regularize his military position, While there he was
able to secure the enthusiastic, but necessarily unofficial,
endorsement of the Air Chief of Cabinet and the Commanding
General of the Royal Italian Air Force.

Praa official sources it is known that
Portugal tas granted, in response to requests, the English
certain rights an the Atlantic Islands of AZORES, but has
reserved all rights an the CAPE VERDE ISLANDS where there
is an important ITALIAN air base on the ISLAND of SALE.
In 1938 ITALY organized regular air
service between ITALY and SOUTH AMERICA. This service was
operated by Soc. L.A.T.I. (Linee Aeree Transcontinentali
Italians) with the following itinerary: ROME - SEVILLE -
LISBON --VILLA CISNEROS - SALE ISLAND - PERNAMBUCO - RIO
DE JANEIRO - BUENOS AIRES'. The weekly service that was
initiated continued into 1.941 until exactly two months
before the declaration of war against the U.S.A.
It should be stated that although the
directors of the L.A.T.I. in Brazil developed no respect
in the minds of the Brazilian authorities, the members of
the plane crews were universally admired by all air
organizations not only for their excellent service but for
their exceptional courage, ability, and security as well.
The only interruptions of service on this line occurred
during the war when the supplies of aviation gasoline for
the base an the island a SALE had to be transported
secretely by small boats.
ITALY had treaties with SPAIN and
PORTUGAL which permitted, up until 8 June 1943, all civilian
planes of the L.A.T.I. to mantain weekly air service, ROME -
SEVILLE - Lino,
'These treaties included:
Permission to fly over Portuguese territory
and to use the irfield of LISBON an a
refueling station with all necessary radio-
telegraphic assistance.
Permission of PORTUGAL to build the air-
field on SALE ISLAND and to utilize all
installations, but agreement not to
develop any permanent installations and
agreement to obligatbry landings at LISBON
on the Atlantio Line,

Actually, the administration of the Society in
entrusted to the Ministry of Air (Direction of Civilian Air

Traffic), and General SANDALL/ delegated me, (already surveyor
of flight for this society) to represent the society. (In
any discussions of SALE ISLAND - Ed). The Director of Traffic

"The air base of SALE ISLAND is of particular
importance in the following aspeatst
AINZWILLS22131=1:
Contrary to much that is reported in official
Pilots, atmospheric conditions over this ieland are excellent,
and, are exceptional for an Atlantic Base.

1. The prevailing winds are the Northeast Trades
which blow from NE to $W with a surface velocity
of 20/25 km. per hour (12/15 mph).
2. There are absolutely no heavy fogs. Occasional
light fogs develop at flying levels when the
HARMATTAN, warm winds from Africa, blow.
3. Rain is so rare that the island is completely
devoid of vegetation. There are no sudden rains,
and in the past three years only two storms, both
at the time ce the autumnal equinox, have been
recorded.
The sky is generally 5/10 covered with cumulus
clouds.
5. The climate has characteristics similar to those
of the CANARY ISLANDS, but is preferable because
of the continual presebee of the Northeast Trades
whioh brings more moderate temperatures.

6. Reaordsof synoptic observations for three
yearn indicate that conditions are far superior
to thane of the African air base of DAKAR.

1. The indigenous population of the island
comprising some 800 persons, is by nature anxious to serve.
Some of the young men under proper instruction become excellent
motor medhanics &nd plane assembly workers.
2. Every ten days the island is supplied with
water and food by a small Portuguese ship, 28 de Mao, which
sails thrhugh all the CAPE VERDE ISLANDS.
3. Every month a ship arrives from LISBON
bringing additional supplies which are unloaded in the two
mall harbors of PEDRALUME and SANTA MARIA.
4. This ship is loaded with the entire production
of salt from. two salt-pits and large amounts of canned fish
prepared by the Portuguese firm of "NASCIMENT0*.

1. The distance from SALE ISLAND to PERNAMBUCO
is approximately 3100 km.
2. /bout 200 km. from SALE ISLAND is the
Portuguese island of PRAIA which is just southwest of the
line of flight. There is an emergency landing field on the
island with a landing strip 1400 meters long but very narrow,
in some points only 200 meters wide.
3. The Brazilian island of FERNANDO DE NORONHA
is about 450 km,. from the American coast and has a runway of
reinforced concrete of 800 meters in length.
4. The length of flight without the possibility
of landing can be considered as only 2450 km.
5. The airfield an the central part of the
SALE ISLAND has dimensioned 2000600 meters with
possibilities of enlargement. It is oriented NNE to SSW in
the direction of the prevailing winds which facilitates the
take off of heavily loaded planes. The nature of the ground
exceptionally firma and very level, is such that it is not

necessary to build runways. There is nothing to interfere
with landing or taking off.
6. The following installations have beton
constructed an the island:
One sodern mansion capable of lodging
100 parsons very oomfortably.
Two small vials,
One small hospital
Numerous houses for native employees
One temporary tin building housing all
officers, completely furnished with
modern fixtures
Two hangars
One complete radio-station with cars
A.T. 800 and LA. 310
One medium-wave radio-Agoniaketrica* station
One meteorological station
Three large depots for all materiel
One auxiliary installation for water
supplies with a reserve of great capacity,
and one installation for the distillation
of sea water
One complete electrical development with
two half dieael generators, and some generators
operated by the wind
Three roads which unite all of the ialand
A complete system of illunination for night
flying.
Since SPAIN and PORTUGAL have aknawledged
the BADOOLIO Goverment, service on this Atlantic airline
might be resumed with the approval of the Allied Authorities,

The Italian Air Porce, wishing to cooperate
with the Americans and having the right to use the base of
SALE ISLAND through valid international agreements, could
provide:
All the necessary personnel, including
specialists, to operate the complete
ground Installations.
Ten planes, S. 82, each capabla of
transporting 2000 kilograms of freight
from ITALY to SOUTH AMERICA.
The necessary personnel for the plane
crews, men who have been employed by this
line in the pant and who could establish
for the first time service twice a week.
The line, in my otinion? should follow the
itinerary: NATAL - SALE ISLAND - MARRAUCH - LISBON -
NAPOLI or BRINDISI, thus cooperatini in transports over
South America and the Atlantic Ocean.
It will not be difficult to establish the
means of resuming the above mentioned service *hicih would
provide a considerable increase in air transport acroes the
Atlantic through the utilisation of a new, perfectly organised
base, the characteristics of which have received the un-
conditional approbation of technicians.

specifioally suggesting the removal of Lt. Col. Insabattop Lt.
Hoagland is still at Salerno as far as I know. I wish to recommend
him for promotion for excellent work under oonatantly dangerous con-
ditions. We have contacted several important Italian Politicos and found
them very eager to cooperate. For example neneral Povone and others could
be trusted to lead armed foroes or guerilla units behind enemy lines and
it is auggested that consideration be given such a Drojeot. Today,
Sept. 26th1 I met here in Capri with Major Staoey Lloyd, now ILI, officer
for this area under Col Huntington. Major Lloyd informed me that it
was Col. Huntington's desire that / for the moment remain here In Capri
as operational officer responsible to Lt. North actinp as O$8 coordi-
nating officer in this Island Area. As time will pevmit I will forward

Navy had baby submarines built especially for clandestine operations.

I found out that there were six of them, one in :walta And the other
five in Taranto, none of which were in use. After returning to Head.
quarters I proposed that a request be made by Fifth Army to obtain
the sole use of a sublarine of the "AXUL" type, three baby submarines
and 10 Italian planes. A previous investigation snowed tet the
Italians had 45 planes of all types which were not being used at the
time. Colonel Howard approved the project and gave me a letter out-
lining it and requesting General Taylor to get the .transportation

wanted. I went to 15th Arm Group and saw General Airy, BGS (I). He
heartily approved and endorsed the letter. I then went to Brindisi

our work (although an Italian aviation expert had told me that the
Comt 506 (Seaplane) could be used in certain locations and offered
to pilot the plane). I returned to Headquarters and proposed to go
to Algiers and ask Colonel Glavin to interceded through AFHQ and got
us transportation. Colonel Reutershan gave me a letter to Colonel
Glavin and directed me to go to Algiers. I presented myself to Col.
Glavin upon arrival and he assured me that a solution would be
found after the conference with General Donovan. While in Algiers I
tried to find out who was in charge of clandestine transportation
and found that Captain De Poileno was. I talked with him, and
asked whether or or not we could use U.S. pianos which were supposed.

conference which took place in Naples with Admiral Morse end some
members of his staff in which transportation was discussed. Major
Bradish Smith made a separate report on it. (Exlibit X) Later a
conference took place lith Colonel Howard 040 He decided to take
the matter up to General Clark. Lt. Col. Morse of G..2, Fifth Army
went to 15th Army Group and with an indorsement of General Airey
went to Ihneral Taylor who la turn endorsed the projeot and for..
larded 01 to the WaWirpeople. This was on January 6th 1944. So
, far January 10th ;? nothing has been. heard. Meanwhile a sub is
