asked me to give VOU 4 brief svAmary of the infor-
mation obtained on Madame Louth,. Perhaps you will
reoall Mr. Doweos Dilworth wag one of her references.
Re is in feat Halsey's partner, so it was quite easy
to make an appointment with Madame Lourie.
Oho is most Attractive person with a plea-
sant voice and a fluent knowledge of Russian, Gorman,
French and RngIish. Oho is not a citizen (Russian
born and married to a Frenchmen) but has applied for
first papers. Halsey's estimate wat. that she was
very willing to take on any task for which she might
be gu*lified, but that the qualifications were prin-
cipally linguistic, and that as she is sensitive and
high-atrung, she might be little diffioult if work-
ing under prefigure
There is no vacancy In this office for which
she might be considered and Beiforhold does not seem
interested either. It was suggested to her that she
might look into the possibility of work in the Censor-
ship Office.
Halsey had 4 long talk with Mrs. Hoguet two
days ago and explained the situation to her. She
understood the matter entirely and both of the ladies
seem to be appreciative of what we have tried to do
for her.

Graduated from St. Cyr 1913-1914; Cavalry School,
1;uumur, 1919-1920.
Married an American girl from Norfolk, Virginia.

Prevontly engaged by the French Military Mission
in this c:mIntry for the purpose of recruiting French
personnel for African service. It iu undervtood that
he is ncit u member of thnt Mission.
It is Daid that he iu not highly regarded by the
mcmberv of the Mission since he has not exercised the
proper tact in askinv, for interviews with officials of
the Americun Government, und ha ham been criticizod for
reprrnentlni himself au from the Mission, when he actually
in more in the character of an employee of that MissOn.
He i aid to be pro-Petain, uati-Laval, amd that
hi* political leanings aro toward the Royalists.
t;upelseded, during the last month, in his position
of recruiting French personnel for African service in con-
nection with the French Mission, by a man of higher rasa
called Pilot who has come to the United Status from Peru
recently. Luntr4c has become a sort of minor assistant
to him, According to one source Lustrac wau never a

"About a week ago the Prench tanker
LORRAINE (1L0000 T.) arrived in New York
from North Africa, The captain,
Commandant LOISEL, who gives the
impression of being entirely trustworthy,
confidentially made certain remarks to a
friend here in New York, some of which
may prove to be of value. I report them
herewith.
"Commandant Loisel has no thought of
joining the Free French (as many Vichy
sailors have done recently) for he
consWers himself bound by his contract
with the U.S. authorities who re-equipped
his boat and gave him an opportunity to
go to sea again after two yearn of idle-
ness in North African ports."

Thank you for your memorandum of January 17th which
accompanied the return of the reports I left with you last
week,
1. Enclosed are the requested copies of A-1302 and
A-831. The second installment of thc latter which
you saw in its original is in procems of reproduction.
You will receive a copy when it is ca..ipletede
2. Also enclosed is the latest installmcnc of A-1347
which arrived this week. In your memorandum you
asked what I would do with this material. I agree
with you and Yajor Bruce that it should be dictributed
to the British, CE, and that Cottrell should take down
the names. In addition, I believe it should go to G-2
Lind O.N.I. Through our close working arrangements
with our opposites in G-2, I know they are interested
in this type of material. I also know that O.N.I. is
attempting to collect this same sort of information
from relatively the same locality. This fact I shall
call to Cottrell's attention as it would be interest-
ing to compare their results with ours. I think we'll
win, for I personally know both men on the job and know
that we have a better one with better and more far-
reaching contacts.

The Department takes pleneure in appointing you as
a OJerk In the, American Foreign Servioto Auxiliary with
aalary of $1800 per annum. You are assigned for duty at
the American Embasey At Montevideo, Uruguay and you should
prooeed to your pont AO soon AO possible.
In aocordanos with the provinions of the existing
regulationo, the require, daduction of five peroent will
be made from your ealary for deposit in the Oivil Service
Retirement and Dieability Fund,
This) appointment le made for the duration of the
emergency, and the Deportment will not pay your return
transportation expensee to the United States if you
resign prior to tho oonclueion of the emergency, or
alternatively, prior to the oompletion of two years' ser-
vice.
