Afghanistan has its reasons to hold aloof from fte319. and from Great Britain. At tho minLmum it has no reason to be suspicious of the United Stats; at the maxi- mum it has had reasons for bsing well disposed towArd 1):1. What may happen to India or to the Caucasus xina Persia will affect Afghanistan very vitally. The United States has an opportunity to exert good offices at it needed point. We have been represented in Afghanistan by iiemptot control. Just as our Minister to Xgypt was also acbratA to Saudi Arabia, so our Minister to Iran (Persia) ia.alsci, accredited to Afghanistan. Pressure of &aims in y' makes such reprosentation rather intermittent, to say 010 least. It has been proposed that our reprosentation at the Afghan capital, Kabul, be enlarged. .ilut tills must bo &me with the enlarged courtesy and signifIcsnce (lomqnded by the situation. I have just soon a wire from Teheran stating that Afgnanistan cannot agree that a Third Secrotary and a Vice Consul should be despatched to Kabul before the appoint- ment of an Envoy Extraordinary and Minister Plenipotentitanyo who should he the representative of the United States to open the new legation. This is sonething more than fuss an :1 feathers. 4e have an opportunity in Afghanistan beyond Wrist of other nations. An affront to the dignity or a snail nation that realizes its strategio importancs would be 9 blunder.
