SUBJECT Joint CIA~AF Agreement for Project OXCART
(Suggested Changes)
REFERENCE : OXC-0098, dated 9 November 1959
Organization-and Delineation of Responsibilities,
Project OXCART
1. As a result of a review by the Security Staff, it is
suggested that paragraph 3 of the referenced document be changed
in order to more clearly def ine the security responsibility of
CIA. The proposed changes are set forth in the attachment. You
wi11 note that the original paragraph 3d is now paragraph 3e.
2. In event the proposed changes meet with your approval,
it is suggested that the attachment be forwarded to Colonel Geary.

3 d. The Central Intelligence Agency has primary responsibility
for security of this Top Secret project including industrial,
personnel, physical and operational security.
3 e. Security of this project within the DOD will be the
responsibility of the Air Force Project Officer. All clearances
for personnel within the DOD will be approved in advance and
monitored by the Air Force Project Officer.
3 f. The U. S. Air Force and the U. S. Navy through their project
liaison representatives will furnish assistance in connection with
clearance actions, including making available to the Central
Intelligence Agency, pertinent information from their files. Where
necessary, appropriate components of the U. S. Air Force and the
U. S. Navy will assist Central Intelligence Agency by providing
needed security support relative to various phases of the Project,
the scope of such support to be determined by prior agreement,
