REFERENCE: Memorandum from the Secretary of Defense
to the Chairman of the Special Group, dated
31 March 1964; Subject: Same (BCS 0483-64)
1. This memorandum contains a recommendation for the
Director of Central Intelligence. Such recommendation is contained
in paragraph 3, below.
. 2. It is the Agency's opinion that Mr. Vance's memorandum
is simply requesting a proval to cover two small areas adjacent to
the which were excluded by the previous
agreement if the delineation of SAC's area were followed to the letter.
The two areas in question are represented by the dotted lines and are
emphasized by the two black arrows on the map enclosed with
Mr. Vance's memorandum.
3. We recommend that you concur in Mr. Vance's request to
the Special Group.
