MEMORANDUM FOR: The Special Group
SUBJECT: Proposed Procedure in Untoward
Operational Incidents Resulting
from Aerial and Satellite
Reconnaissance Activities
1. It is proposed that procedure be established to insure
that in any future incidents relating to aerial and satellite reconnaissance
activities and involving Special Group interests, all members of the
Group be promptly advised of the circumstances of the incident and
consulted as to a proper course of action to be undertaken. It is ob-
vious that any mishap or incident which results from reconnaissance
operations which have been approved by the Special Group is of direct
interest to all of its members and in most instances will have a definite
bearing on the related operations and programs of other agencies in
the Intelligence Community.
2. There already has been established an Ad Hoc Committee
under the chairmanship of the D/NRO to be convened immediately after
an incident has occurred to assess the situation and to recommend
proper course of action including coordinated public statements. I
propose that in the future this Committee submit its recommendation
to the Special Group for review and transmittal to higher political
authority on an operational immediate basis.
