P. Cabell, USAF Deputy Director, Central Intelligence Agency Subject: Operational Data for the Interim JRC Reference: J.C.S. 2150/51 "Establishment of a Joint Recon- naissance Center (U)" 1. Until such time as the Joint Reconnaissance Center (JRC) becomes fully operational, J-2 and J-3 are jointly conducting an interim JRC operation. Paragraph 3d of the referenced document directs the JRC to maintain coordination with all government agen- cies concerned with reconnaissance activities. 2. In order to facilitate an orderly transition period, re- quest your operations personnel institute the same alerting pro- cedures with the interim JRC as are now in effect with AFOOP-SA of Headquarters, USAF. The following individuals possess the necessary clearances and are designated to represent OJCS in this matter: Colonel J. E. Mahon Colonel T. L. Fisher Lt Colonel W. C. Herrington Captain J. R. Plitt. 3. An example of where the timely receipt of operational data can be put to immediate use by the interim JRC is in your current operation. CINCLANTFLT has approval to conduct peripheral reconnaissance of ~ at high altitude. Although the two opera- tions do not appear to be in conflict with one another, it would be advisable for the interim JRC to receive timely operational data from you that would positively assure that the peripheral operation would not interfere with your activity.
