SUBJECT : DD/R Expenditures Abroad
REFERENCE : 21 August 1962 Memorandum from DDCI
(ER 62-6003/1)
1. In reference, subject of which was Special Estimates and
Reports on International Transactions, ..we were asked to advise you
regarding actions we can take to reduce the Agency's dollar expend-
itures abroad and to comment with regard to the possibility of
imposed reductions by the Bureau. 'gf the Budget.
2. At the present time, the Only overseas activities for which
the DD/R has responsibility arc" centered in the Office of Special
Activities. These activities consist of two detachments under the
IDEALIST Program , 25X1
The yearly expenditures, which result in a direct
dollar drain, for each of these facilities are as follow:

3. We are at=Athe moment actively considering the dissolution
of Detachment If this action is approved, we anticipate the
complete with awal of Detachment B within the next 60 to 90 days.
In our other operations, we are actively engaged in
satisfying the: various needs of the Intelligence Community and
fulfilling the missions assigned us by the National Security Council.
Naturally, any imposed reduction in budget for these activities would
force us to curtail our collection capabilities.

4. Please be assured that my entire staff is keenly aware of the
vital need for all possible reductions in dollar expenditures abroad.
We will continue our periodic review of these various operations
with a view to accomplishing further reductions in our expenditures.
