SUBJECT : DPD Program for Fiscal Year 1961
REFERENCE
Memorandum for DD/P, dated 24 February 1961,
from AC/DPD, Subject: "Project Idealist -
Obligations for Fiscal Year 1961" (Idea-0185)
1. When you approved this program in July 1960, you did so with
stipulation that every reasonable effort should be made to hold
expenditures for the Idealist project (continued operation of U-2s) to a
smaller total than that contained in the budget. Herewith is a report
from DPI) ihdicating that they now hoped to be able to save approximately
$1,. 000, 000 as against their budget on this project during the current
fiscal year. I do not believe you need study the report but did want you
to be aware that your injunction had been observed. I am afraid I cannot
encourage you to believe that this saving will necessarily be available
for use outside the Division since there has been some accumulation
of cost increases on other DPD Projects. I am not yet, however, in a
position to advise you of the status of the DPD budget as a whole but assure
you that every effort will be made to carry the saving on Idealist as a
saving on the whole budget.
