Mission 127
1. It is quite evident in comparing the fate of GRC 1Z7 to the
farrtoua Allay I nni?sian of Sverdlovsk, one can readily discern that
we are consistent in our misfortune. The lack of knowledge which
we now have on the fate of GRG 12? i
s riot at all unlike the paucity
of infarxrsation that la ued us on M
a l 1960. In bath instances,
think that everyone will agree that the manner in which the ~~,y 1
iexcidant was handled would have been entirely diffe~'ent had we
known the fate of the pilot and had some inforrma.tion as to the
sequonce cf events surrounding the incident.
~~ Sorne ~ ll~ years later, wa mow find ourselves with another
incident and yet no more info concerning that incident than we did on
A+tay 1. The lsyrraen would think, and you must confress tri~t we are
dealing with laymen in this great Govercrme~at of ours, that we, CI.A,
would have taken same measures to install same typo of connmuni-
cations in the U-Z airsct~icnti which would permit the pilot to advise
~- monitoring ~~~a f any difficulty he may encounter while
en rc-ute.

~. Although we as a Government have weathered the storm of
the initial reactiane to GRC 1Z7, I think we should be s?mewhat
embarraas+ed that we era net in a position, or at least hears taken
na steps to be is a position to ascertain exactl what has ha
I woadex if saw is net the tim y PPened.
U-2 pilots tablish a comma plan with all
troops on in order that they may keep the 25X1 A
y n armed should an emergency occur.

I realise that this thought is not novel and that we have used the
o advise ETA's a-nd also ar~mre simple cods
concernfng we-ether encountered on a mi,~rsian~ however, i think
we ought to devise an operating procedure concearning communications
during overflight operations.
