SUBJTCT NRP Forecast for April 1970
NRO DECLASSIFICATION/RELEASE INSTRUCTIONS ON FILE
1. This is a briefing memorandum for use in the i-O Committee
review of the NRP Forecast Supplement to the April JTC Schedule.
Recommendations are in paragraph 7 below.

2. Under the IDEAL1:STj TACK:~.,E program, U-2 missions over the
mainland. of China continue to be proposed. as well as the alternative
of peripheral photo/ELINT missions if overflight remains denied. As
stated last month, the peripheral missions are difficult to justify
on intelligence ;round.s (particularly d.urin~_- the Warsaw talks
Last month you approved these missions.
3. The requested. SR-71. mission over North Korea was also con-
tained. in the Special Overflight Supplement to the JRC April sched-
ule. In our earlier memorandum on that schedule, we recommended
approval of this single mission.
Ii. The request for. U-2 missions over Cuba has been reduced
from the normal 3 to 6 missions to 1 or 2. This is in anticipa-
tion of the USIB approval of the new COMITtiLEX requirement calling
for nearly complete coverage of the island every three months rather
than every eight weeks. Experience to date with the IRIS 11 camera
has shown that one mission. per month should satisfy the new require-
ment.
5. Also contained. in the earlier JRC memorandum was the rec-
ommendation that the proposed TAGBOARD drone mission over
South China be disapproved. You will note the NRO summary of
TAGEOARD missions, including the recent successful test, which
has been included in the Forecast this time.

a. You approve the SR-71 mission over North Korea
and. the U-2 mission(s) over Cuba;
b. You disapprove the drone overflight of South
China; and.,
c. You approve the satellite launch.
