MEMORANDUM FOR: Director of Logistics
SUBJECT : Clothing Allowances
REFERENCE : Regulation 20-612
1. This memorandum contains a recommendation for the approval
of the Director of Logistics in paragraph 5 below.
2. Development Projects Division is presently operating
a training site in the U.S. at which security is controlled by
contract guards under the supervision of Agency staff employees.
The site uses
an arrangement which is enhanced by the fact that a large number
of personnel will be stationed at the base under Agency
detail.
3. In order to assure that the contract guards assigned
to the area are readily recognizable and at the same time are
clothed in "uniforms" consistent with the cover, it has been
proposed that they be outfitted at Agency expense in a uniform
manner. To complete the uniform they should also be provided
with head covering consistent with the area and with sun glasses.
The clothing allowances must cover both winter and summer seasons.
4. It has been estimated that for an annual cost of $75.00
per individual these guards could be adequately attired. DPD,
through its liaison channels set up to jointly sponsor
this training program, is in a position to procure the necessary
items. Uniforms will be required for 15 guards.
5. In accordance with paragraph 3, a, of reference regulation,
it is requested that the Director of Logistics authorize the

payment of a uniform allowance not to exceed $75.00 per annum
to the guards mentioned above. Me fund would be administered
by the Chief of Base. The cost of the uniforms will be borne
by DPD.
