I have reviewed your memorandum setting forth the management
concept for U-2R acquisition and establishing the aircraft base-line
configuration.
I ani in agreement with your memorandum except for one point:
authority to approve configuration changes affecting aircraft per-
_,Drmance should remain the responsibility of the DNRO, upon the
recommendation of the U-2R Executive Committee for Development.
Your plan should be amended accordingly.
