INSTRUCTIONS ON FILE
This report is intended primarily to present to you a proposed format of
the "informal quarterly property report" we have been requested to submit for all
Headquarters programs/contracts. Subject to your concurrence, the next issue of
.this report will be prepared in early April covering the activities of the first
quarter of Calendar Year 1969.
I. Industrial Plant Equipment (IPE)
a. GSA appraisal activities in connection with the Lockheed
offer to purchase Government facilities (which includes the
Bldg. 199 Facility and IPE at ADP) are now completed. We
understand that GSA is reviewing the data preparatory to
opening negotiations with the company which are expected to
commence in March.
b. IPE charged to ADP but assigned to the

transferred from ADP accountability.
II. Flight Test Equipment (TEMO)
NRO a. Approximately 2,500 line items are included in the TEMO
inventory. Approximately 235 items have been turned in

We are proceeding with phase out activities. More than 400
boxes of tooling have been recaned from the for reviaw
and disposition. Approximately 4,700 tools have been
scrapped at ADP and 400 items (26 Boxes) have been reprocessed
and prepared for shipment to the for storage in the 5-90
support package. Approximately 9,300 part numbers peculiar
to the A-12 vehicle are in process of inventory and prepara-
tion for packaging for the 5-90 storage package.
We are proceeding with the inventory and preparation of a
tabulated listing of all SR-71 tools (including those
common to A-12 and /F-12A).

VIII. General
a. On 10 October 1968 we submitted a proposal for handling of
costs for tooling and other Government property disposition
25X1A activity (ref: letter to
dated 10 October 1968).
On 21 October 1968 we were informed orally by

that Headquarters agrees in principle with this
proposal and we were approved to iproceed. A question existed
with respect to our proposed handling of scrap material credits
which has subsequently been resolved. We would appreciate
receiving a copy of our letter signed by the Contracting Officer
signifying concurrence with our proposal. (Received 10/18/68).

Understanding executed on 7 October 1968.
