Sanitized - Approved For Release : CIA-RDP54-00177A000100070006-0 MEMORANDUM FOR: BUREAU OF THE BUDGET SUBJECT : Transfer of State Department Activities The following information requested by the Bureau of the-Budget at a meeting; held on 26 June 1947 is furnished for the purpose of clarifying the position of the Central Intelligence Group in connection with the proposed transfer of the Map Intelligence Division and the Joint Intelligence Studies Publishing Board from the Department of State to the Central Intelligence Group: $o Proposed Action in the Event Transfer is Disapproved and the Above Mentioned Functions are Continued by the State De}~artment -- Under these circumstances, CIG T;roposes to maintain a map library and map reference index in addition to small cart-),,-. -! facilities and map collection activities, the latter through facilities of other departments now established. This program was included in the 1948 budget for CIG and was intended to serve CIG requirements and, also, to include a map intel- ligence coordinating function. These combined activities will consist of approximately 19 employees. 2. Proposal in the Event that the Transfer is Not Authorized and the State Department is Forced to Liquidate Entirely Its Yap Intelligence Division and Joint Intelligence Studies Publishing, Board - Under these circumstances, CIG proposes to survey the require- ments of the various interested Government agencies in order to determine what functions in this field should be performed as a central service to IAB agencies. Upon completion of that survey, a central map intelligence service would be established, adequate to IAB agency needs not otherwise provided for; and at that time transfer of intelligence material and facilities which would be needed to equip the central service would be requested of the Department of State. 3. Proposal in the gent Transfer of the Map Intel- li;ence Division and Joint Intelligence Studies Publishing Board Functions to GIG is Approved-- is proposed that sucz transfer be accomplished in the following manner: (a) That, effective 1 July 1947, CIG will assume operational and financial responsibility for the Map Intelligence Division and the Joint Intelligence Studies Publishing Board of the Department of State. (c) That the activities remain in their present location until further notice. (d) That transfer of functions will be accomplished 1 October 1947, to include personnel meeting CIG security standards and organizational needs and intelligence material, files, records, and equipment. The Department of State will assume responsibility for placing or terminating personnel not required by CIG. (e) That CIG will immediately commence a survey of the existing State facilities and personnel and its own organizational requirements, this survey to be completed and the desires of CIG conveyed to the Department of State by 20 July 1947. (f) That the Department of State will not remove any material, personnel, or equipment from these activities without the prior approval of the CIG representative. 4. Authority - The basic authority for performance of this function by CIG isT the Presidential Directive of 22 January 1946, particularly paragraphs 3(a) and (c), which provide as follows: "3. Subject to the existing law, and to the direction and control of the National Intelligence Authority, the Director of Central Intelligence shall: "a. Accomplish the correlation and evaluation of intelligence relating to the national security, and the appropriate diissemination within the Government of the resulting strategic and national policy intelligence. In so doing, full use shall be made of the staff and facilities of the intelligence agencies of your depart- ments." "c. Perform, for the benefit of said intelligence agencies, such services of common concern as the National Intelligence Authority determines can be more efficiently accomplished centrally." The Presidential Directive which authorized the National Intelligence Authority to determine the need for central operation was implemented by 1UA Directive No. 5, particularly paragraph 6, which pro- vides as follows: Sanitized - Approved For Release : CIA-RDP54-00177A000100070006-0 Sanitized - Approved For R 77A000100070006-0 "6. 74iere the performance of functions authorized herein requires the liquidation, transfer or integration of funds, personnel or facilities for existing activities of the State, War, and Navy Departments, the liquidation, transfer or integration will be accomplished at the earliest practicable date as agreed to by the Director of Central. Intelligence and the official respon- sible for such activities so as to involve a minimum of interruption in the performance of these functions," Unless the Bureau of the Budget raises objection on other grounds, it is believed that the above directives constitute sufficient authority for transfer. Personnel will be terminated by the State Department and appointed by CIG under its Schedule "A" authority. Property and equip- ment will be transferred by an exchange of memoranda, releasing such property and equipment on the part of State and accepting accountability and respon- sibility therefor on the part of CIG. 5. Conclusion - In the proposal outlined above, the operational transfer occurs on 1 July 1947, and at that time the functions specified become, in effect, a CIG responsibility. Formal transfer, con- sisting merely of the execution of the technical details, will be delayed until 1 October 1947, solely to meet CIG security and organizational requirements. Under these circumstances, it would appear that there is no objection to reimbursement of State by CIG to subsidize these activities until the technical requirements are met on 1 October 1947.
