Dear Admiral Souers:
I have your memorandum of 3 May 1946, in which you
request that a policy be established whereby officers
assigned by the War Department to the Central Intelligence
Group would not be available for reassignment for two
years, regardless of existing policies covering the
general assignment of officers.
I concur that the work of the Central Intelligence
Group is of such a nature as to preclude reassignment
of its officers prior to completion of two years with
the Central Intelligence Group. Accordingly, you may be
assured that in the future, subject to exceptions which
may become necessary from time to time, assignments will
be made of officers who may be retained for two years;
and that in the event of exceptions among these assignees,
none will be transferred without our first obtaining
your views in the matter.
