which do not fall strictly within the
scope of training responsibilities are administrative matters
for students enrolled in the various courses.
2. Much time and effort is consumed in attempting to
solve pay and per diem problems of students. It is felt
that prior to entering training every student should have a
definite statement, in writing, as to his exact status with
regard to pay and per diem.
