a. New projects properly established in the beginning with
policy matters determined by officers primarily responsible, and
Training acting purely in an advisory capacity.
b. Establishment of effectively operating central liaison
offic*s for contact with each of the armed services. This would
eliminate the present tendency toward calling on officers of the
services to perform miscellaneous functions justified only by
their service connection, and which are entirely outside the realm
of their assigned duties.
