1. The TR(S) Library has been removed from the distribution
list of Special Estimates and National Intelligence Estimates
published by ONE and Intelligence Memoranda published by ORR.
2. These publications are useful to TR(S). Special Estimates
and National Intelligence Estimates are made available to senior
personnel only and are used primarily as:
a. Guides in the implementation of long-term training
policy on the choice ofJ emphasis on / and the mode of presentation
off specific topics in courses for staff officers of the Covert
Offices. They are of particular importance in connection with
the development of specialized and advanced courses for senior
staff officers.
b. Guides in the formulation of short-term training
policy decisions concerning the character and extent of training
to be provided in special projects

the inclusion or ommission in a training schedule of specific
subject matter. It may also affect the extent of coverage of
#articular subjectsor the manner of presentation.
3. Intelligence Memoranda published by ORR are required for
the following reasons:
a. The Training Development Staff and Specialized
Training Division of rn(S) require continuing access to these

memoranda for theirguidance in the development of new course
material and the choice of cases to be prepared, sterilized,
and presented in courses,
b. Senior instructor personnel of TR(S)1in preparing
tutorial instruction for staff officers,
Tare required to study these
Memoranda against the background of the specific directive
which they have received in connection.with the project,4
-o6e1er to insure that their presentations are appropriately
documented and properly slanted. Much of the instruction in
such cases, if it is to be effective, must be teed to specific
area problems and current situations.
Removed as they are from contact with current
activities,it is necessary that by a study of these memoranda
they retain an up-to-date grasp of the problems and
situations in the areas of primary operational interest to them.
