area specialists
The Social Science Research Council has come forward with a
timely draft proposal (see attachment 'flu) for a project on training
area specialists at selected institutions of higher edutation. over
the past several years any persons have been concerned with the
e1 3o nt of this idea both within the government and in private
organizations.
We have now reached a point where, t believe, further development
the project would require substantive legislation and depends on a
vach private agencies as the social S'tience Research 'ouncil and the
American. Council of Learned "ociettee s.
In order to obtain the views of the several interested agencies
ct to this matter an informal meeting has been arranged for
L9, at 2:30 p.m. in Room 245 E.xee+cutivee Office Building.

There is attached, for your information, (1) a proposal prepared
data :ry 19, 1951 and submitted informally by the cocfal. Science
Research Council, entitled "t, Project for Training Area Special.i ste,"
(2) a letter and supporting morand prepared in the Department of
State commenting on the proposal and suggesting alternative courses
f action, and (3) a meuorandam of March 12, 1951 prepared by we
Director of Manpower., N SRN,, to the Office of Defense 1,%bilisation
lateed to the same subject.
I have very such you can be present in order that we can, if
possible, reach some conclusion as to further steps which may be
appropriate.
