Upon the basis of the following findings and determination which I hereby mks as Contracting Officer pursuant to the provisions of Public Lay 134, 81st Congress, and authority delegated thsrwndar, the proposed contract described below say be entered into on a cost-plus-+a-f ixed..fee basis. 1. The proposed contract with Eastman Kodak Cosparw, Rochester, New York, for engineering and technical services to study .requirements of the Government for specialised film processing and data recording operations and preparing engineering design for such equipment and its installation, has an estimated cost of $!!00,187.00 plus a fixed-fee of 9,513.00, which is 7% of the astimated cost exclusive of fixed-fee. 2. The exact nature and extent of the engineering and technical studies necessary to obtain the design requirements of the Government, and the precise method of performing these services cannot be estab- lished in advance, but mat be freely subject to improvisation and changes as the work progresses* 3. the costs of performing the work under the proposed contract cannot be accurately forecast so as to permit the undertaking of such work for a fixed price. DET ATI0N 1. It is impracticable to secure services of the kind or quality required without the use of the proposed type of contract. 2. That the use of a cost-plus-arfixsd fee type of contract is more than likely to be less costly than other methods of contracting.
