1. This is in response to your verbal request for spy opinion
reference procuxeent of rectification e ment. After reviewing
the attached rs uires nt, i am unable to fully appreciate the need,
as concerns this project, for rectification of 7O photography or
negatives produced by the longer focal-le th ca res (i.e., 2411, Zme "'hoto, rc s This camera was designed to cover
the widest possible area, across line-of-fli ht, for the purpose of
orienting photosraph)r of larger scale but ssaller coverage. Inherent
design characteristics produce photography of extremely s:aall scale
and extreme distortion, and I a.,a of the opinion that restitution would
be Impracticable.
b. Lr - r Focal L h ameras: Pri rily, this equips nt
will be utilised for intelligence gathering purposes tnd, in most
instances, rectification would produce little 0 any more intelligence
van that alre-d~y possible. 'chile it in true that restitutea photo-
?raphy would permit preparation of certain target materials, this
r e uire cent should be extremely limited, particularly in AUT ,T.
'?ssstitution of lon rg focal le io th photography is a c 1Icate:
and tim,--consumimr operation, requiring a large rs ber of hi&ly-t rained
technicians to perform even limited restitution of negatives. On such
a selective and limited basis, it is possible to perform a mechanical
transportation of data, not involving the use of optical resstitutionul
systems, which produces results which normally satisfy restitution re-
;wire nta for tarsretirsg studies. system of to lates and scales
c r n be devised for the various i"s3csl l thss, fors; atss, off-angles an:i
altitudes which would facilitate an operation of this type. In nsy
opinion, such a syystea abould suffice for Project requirements on all
but calibrated 6" focal length photography, for which rectification
e utt ent is s lresd y ir, existence.

2. To s rise, it is entirely possible to either procure
existing itesee or develop equipment to rectify photography produced
by all camera system utilized an this Project. Howswr, vmless
urgent ree4uireesent exists (of which I aw unaware) for restitution
of long-focal length photography (and unless soot a requirement
camot be satisfied by restituted 6 photography) I believe,
the procurement of eft for this purpose is an u necesaar
ezpendit a of funds and scarce highly technical developmental ree-
eetrces.
3. The, preposel for a new-dssip stereoscope and related gatp-
*ent for use by Pra3eet photo interpreters appears entirely eooa4
end should facilitate preparation of photo intelL'lge~peeca studies and
reports, especially when using larger site prints (q lo") . the
design characteristics of standard stereoscopes have been iupraved
during the past few years, there in a deficits need for. an iVrevd
instrument, for use on this Fees. I sensor with this requirenea nt,
the proposal as stated, and recoamnd procurement action be
