with Reed Research, Inc., Washington, D.C., for design, fablaation and

is in the amount of 03,498.001 is chargeable to the fo Loying appropari--
atione s $2,862.00 to #QIIA?0* 11 1936 firms and $636.00 to 6-X5-110-003,
Photo Intelligence Div. Squipment Proauore--sit funds! and is for design
and roduotion of technical equipment essential to an ea iaratsl,
result in operations" activities. I also find that this pac remeat is
in the interest of national defense and that public disclosure of the
nature and character of the equipment would reveal its intended use and
would thereby jeopardise the security classification of the project. I
further find that it is impracticable to draft, for solicitation of bids,
adequate specifications or anlr other adequately detailed description of
the required supplies within the time limits prescribed for this procure-
ment.
I hereby dust err, as Contrasting Officer for this contract, that
the necessity and authority for meg tion of this contract are within
the purview of Public law 110, 81st Congress, and that the proposed
contract sast necessarily be negotiated without formal advertising.
