On several occasions in the past the suggestion has been made.that technical training should be separated from other TRS activities and be put under the authority of CCD and CDD. Recently the suggestion has been repeated by the Chief, SES. 2. TRS does not favor such a step for the following reasons: a. Technical training as conducted by TRS includes basic photography and the following standard counterintelligence techniques: Physical surveillance, technical surveillance 25X1 25X1 looks, saes, fingerprints, 25X1 surreptitious entry. With the exception of technical surveillance, CCD and CDD are not pro- fessionally acquainted with such investigative techniques. b. TRS and its predecessor units have conducted training in counterintelligence investigative techniques successfully for the last 5j years. It seems unwise to transfer this function to units which have only limited or no experience with this kind of training. c. TRS is attempting to improve the quality of OSO intelligence training by integrating investigative techniques into the operations teaching. If very important tools of operations are eliminated from operations training, the latter will not be of the required effectiveness. TRS does in no way compete with or dupli- cate communications training and the laboratory training in secret writing, reproduction of docu- ments, and other techniques in which CDD specializes. TRS has always recognized the authority and sole responsibility of CCD and CDD in these fields. e. It has always been considered as the function of TRS to provide the organization with general training with respect to intelligence] operations, investigative techniques, reporting, and administrative problems, as opposed to specialized on-the-job or laboratory training and briefing which are the responsibilities of the various functional or regional units. The present practice of this policy is efficient and satis- factory. Thus students receive: General training in area Special briefing by background from TRS. the Foreign Branch. General training in On-the-job training in reports writing and the reports desks of editing from TRS. the Foreign Branches. General training on pro- Special area briefing blems of U.S.S.R. and at FBS. Communism in TRS courses. General training in Special tutorial work administrative procedures and briefing from SFD, from TRS. TSD, and other CAS units. The same general procedure has been and could continue to be applied to photography and technical surveillance (the.only techniques for which facilities exist in TRS as well as in CCD and CDD). By leaving the general training function with TRS and the responsibility for specialized instruction and briefing to CCD and CDD, duplication can be avoided. 3. TRS, after having considered the pros and cons of the suggestion mentioned above, has come to the conclusion that a transfer of all technical training to CCD and CDD would be unwise, uneconomical, and inefficient. 4. In order to guarantee in the future an efficient technical training system, TRS is presenting the following recommendations: a. That TR,1 continue to conduct all basic training in photographic and counterintelligence investigative techniques. That TRS continue the teaching of counter- intelligence investigative techniques as integrated with operations training. c. That TRS continue to conduct advanced training in all such investigative techniques as they are not taught by CCD and CDD (physical surveillance, searches, locks, safes, surreptitious entry, fingerprints). d. That CCD and CDD continue to conduct all specialized training in specific techniques for which they have been responsible (communications, secret writing, reproduction of documents, etc.). e. That CCD and CDD conduct all briefing in the use of specific types of equipment or with respect to the local application of standard techniques as taught basically by TRS. f. That TRS according with its function as spelled out by So directive #18 coordinate from a schedule viewpoint all technical training activities of CCD, CDD, and TRS. g. That TRS be advised by CCD and CDD. on equip- ment and developments pertinent to the training func- tions of TRS as outlined above. h. That TRS in turn keep CCD and CDD informed on all its technical training facilities as pertinent to the general activities or the specialized training and briefing functions of CCD and CDD. i. That the Chief, TRS, or his representatives will be held personally responsible for maintaining close liaison with the Chief, Communications Division and the Chief, Cover and Documentation Division, in order to insure an effective, coordinated system of technical training.
