&EFERENCEt Memorandum from Acting Management Officer to Executive

1. Reference memorandum proposes to effect substantial savings in the
cost of publishing NIS through, a) use of plans pouches in lieu of bound maps,
and b) use of offset paper in lieu of 100 per cent rag bond in the printing
of maps.
2. The present format and specifications for the NIS were developed after
careful examination of the problems involved and in close coordination with the
IAC Agencies. Enclosure '.S' examines the proposal for using plans couches and
indicates that the use of a map folding machine would be a practical solution
to this problem, eliminating the costly hand folding method and permitting the
use of bound maps. Enclosure 'C' examines the proposal for substituting a
cheaper grade of paper and indicates that the results would be unsatisfactory
in terms of map reproduction and wearing qualities of the published maps,
3. The NIS Committee considers that the proposals of the Management Office
would result in undesirable changes to the N.Y.S. I am in complete agreement with
these views and recommend thats
a. The question of purchasing' a man folding machine, capable of
handling NIS maps be given serious consideration. This v,ould permit
the use of bound maps in the NIS without the b:igh cost of hand folding,
at the same time eliminating the even greater cost of map pouches,
