SUBJECT:
Proposed Instructional Manual,
"Collection of Information for
Intelligence Purposes"
1. The December 1953 draft of subject proposed manual
was loaned to this Office by OSI. We have examined its
arrangement but have not made a close review of the 266 pages
involved. In spite of the cursory nature of our approach to the
manual, we are able to say, in our opinion, that it would be a
most worthwhile manual to publish; it would seem that its
utility would not be confirted to CIA but that it would have real
usefulness to other components of the federal intelligence system.
2. If it is decided to publish this manual, this Office
would welcome the opportunity to conduct a more thorough
review of the content, particularly those sections dealing with
matters familiar to EPIC by virtue of OIC's activities and
experience.
