PROBLEM: Historical Review of Developments and Concepts 1 January 1946 -
1 October 1950
This is an admirable paper. It is comprehensive and informing. It
has been written with a sure hand and from thorough knowledge of the facts.
As the historian of the Agency, I could only wish that Dir. Houston
had been given time and space to write more. He has fixed the essentials,
however, and pointed to a great number of inquiries for me. Some of these
he himself has already answered in our discussions. He has indicated
probable answers to a great many more.
