3. Discussed with Lis. Price of AEC their approach to the
problem of the Comptroller's objections to making the salary in-
creases retroactive. Itr. Price gave us a copy of the .AEC sub-
mission and stated the felt the opinion
Y given the Census Bureau
was a substantial block to approval. We felt we had a somewhat
different basis and we hoped a stronger one for favorable action
by the Comptroller.
