SUBJECT: Items for the Daily Log - 31 October (Wednesday)
1. Conferred with Mr. Angleton and Mr. Pforzheimer on arrange-
ments for continued negotiations with an outside
lawyer. Informed Mr. Angleton later that arrangements seemed to be
going well but there were some loose ends to clear up and arrangements
for payment of funds to be made.
3? Conferred with Mr. George Harvey, Chief Clerk, House Com-
mittee on Appropriations, Mr. Schaub of the Bureau of the Budget
Mr. Pforzheimer and Mr. Saunders on the handling of the 1953 budget
and possible legislation to improve the security of financing CIA.
5. Mr. Fisher, General Counsel to the Comptroller General,
called to inquire whether we had considered requesting an opinion
from his office on our authority to make retroactive payments under
the pay increase amendment to the Classification Act of 19119. I
said we had reviewed the problem and had thought there was no question
to submit to his office. However, Mr. Saunders and I agreed we should
go down and discuss it with him.
