Approved revised form for cost-plus research and develop-
ment contracts.
Form provides flexibility as to increase of Estimated Cost
("cost escape") and as to delivery date. There are also two al-
ternative clauses, providing for revision downward of the Fixed
Fee, for use in contracts where it is not possible at the time
of negotiation to determine the Estimated Cost with reasonable
accuracy.
A modification of this form, to be used in Task Order sit-
uations, is now being prepared by Procurement, for submission to
this office.
There are no substantial variations from the form which was
seen by Mr. Houstoni about two months ago,
