SUBJECT: Items for the Daily Log - 19 September

2. Advised Mr. Kelley that the law required retirement deductions
from the compensation of retired officers employed under P.L. 53.
3. Deputy Under Secretary of State Humelsine called Mr. Pforzheimer
to state that he was sending through him a letter to General Smith
requesting that the Director write a letter to Chairman McCarran of
the Senate Judiciary Committee stating that because of the classified
nature of the directives and projects involved, it would be impossible
# for Mr. John P. Davies. of the Department of State to reply to the
Committee's questions put to him on 8 and 10 August 1951. After
consultation with Mr. Wisner and Colonel Hansen, Mr. Pforzheimer and
Mr. Houston drafted a reply to Mr. Humelsine confirming Mr. Davies
procedural position and authorizing Mr. Humelsine to show the letter
to the Senate Judiciary Committee if necessary. The Director has
signed this letter.
