1. elephoned and requested space requirements of
OGC for the proposed CIA permanent building. I asked Mr. Warner
to prepare requirements on probable increase in T/O.
2. Mr. Saunders asked advise regarding consultant contract
for a retired officer. Requested him to refer the file to this
office.

6. brought three recommendations from the hie
Medical Staff. The first for definitive medical service STAT
will require more explanation and justification before the legal
aspects could properly be considered. The second. for authority to
hospitalize covert personnel basically covered by Section 10.0 of
the CFR's except for establishment of a fund in medical staff for
payment. At the request of I&SS, the third recommending air-
conditioning for temporary "I" Building, second floor, is prohibited STAT

8. Discussed with I Imemorandum concerning
compassionate leave put out by
9. Discussed with the proposal to hire an
economist for Mr, Millikan1s staff on a consultant basis for
six months to work for days a week. Informed I that
the rulings indicated that such an appointment would not be
intermittent in the sense that we could authorize payment of
travel expenses to and from New York during the course of the
contract.
