The enclosed copy of a telegram, dated 27 November
1946, addressed to you (Collect) from Keyes D. Metcalf,
Cambridge Mass,, has been billed to this office by the
telegraph company.
The message appears to be of a personal nature. In
the absence of a statement establishing the official
necessity for its transmission at Government expense, a
remittance in the amount of 00.89 made payable to the
"Treasurer of the United States", should be forwarded to
this office. If the message is considered official, a
justifying statement should be submitted. This statement
should indicate why (1) the message was considered necessary
in the furtherance of CIG official business and (2) air mail
or other cheaper means of communication could not have been
utilized.
Please return the enclosed copy of the telegram with
your statement and/or remittance.
