1. As I mentioned to you on the telephone, we had a very
interesting discussion with particularly in connect_on
with his admiralty experience during the last few years. By
csoincidence, we are presently engaged in three admiralty prs bl; ms
of major consequence to the Agency. Admiralty is a highly
specialized branch of the law and none of my present staff hav#
more than a cursory acquaintance with the subject. de feel that
professional experience would be valuable to us in
our staff capacity and to QPC particularly in its operations.
2. At the moment it is not clear whether the major part of
the work would be in connection with the operations themselves or
with the legal advice in cwrmection therewith. At the moment, how-
ever, the legal side appears to take precedence during the planning
period and we feel that - should work, at least tempor, y,
as part of the legal staff.
3. 1 understand it would be satisfactory to you to have dm
detailed to this offica, but rtt*ineed on a training slot for
approximately three months. At the ' end of that time we should be
able to determine whether he should be permanently assigned to
this staff or to aanoth~ r office, taking into considtr Lion the
developments in the work and the personal desires of
