1. We have discussed the mechanics for carrying out tt.e propc.,sai

suggest making the detail a temporary arran ent v d only until
30 J=O 1952, the end of the fiscal, year, without oharge to the ()ST
cei1:i , and that as of 1 July either the state Department would unior-
take to have the individual traz starred to their payrolls or the po i-
tion would be char rd to the 05I ceiling. If this is satis.fi:,ctory ,to
