2. Allowances granted by CIA fall inte two broad categories:

a. Allowances administered by CIA (CIA Regulation 0 in
accordance with Department of State and Civil Service regulations,
including:
(1) Overseas allowances which are normally referred to as
Quarters and Cost-of-Living Allowances and include temporary
lodging, quarters, post, special post, transfer and separation
allowances.
(2) Territorial cost-of-living allowances.
b. Allowances authorized by CIA Confidential Funds Regulations
including:
25X1 Allowance to Military Personnel --
(3) Clothing Allowance -- r
(1) Special Living Allowance --
25X1 (2) Representation Allowance --
3. In addition to the above allowances, CIA grants two types of post
differentials:
a. Foreign post differentials which are administered by CIA
25X1 (CIA Regulation II) in accordance with the previsions of appli-
cable regulations_ued by the Department of State.
b. Territorial post differentials which are administered by CIA
(CIA Regulation 0) in accordance with the provisions of
applicable regulations issued by the Civil Service Commission.

4. The attached material defines the types of allowances and differ-
entials which may be granted various categories of personnel and outlines
the procedures which must be followed before payments can be made.
