SUBJECT: Separation Allowance -
DATE: 20 August 1951
25X1 1. Attached hereto is a memorandum dated 8 June 1951 from Mr.
to Chief, Personnel Division (C) on the above subject,
a memorandum dated 13 July 1951 from the Chief, Personnel Division (C)
to the Chief, Finance Division approving a separation allowance for
subject, and a memorandum dated 9 August 1951 from the Chief, Finance
Division to the Comptroller raising questions as to whether the payment
of a separation allowance under the circumstances cited is in conformance
with the provisions of the Standardized Allowance Regulations.
2, prescribes that CIA employees
shall be granted allowances general co ormance with those prescribed
by the Secretary of State (Standardized Allowance Regulations). We do
not question the authority of the Chief, Personnel Division (C) to
authorize a separation allowance in this case, if it is in conformance
with the provisions of the Standardized Allowance Regulations. However]
there appears reasonable doubt as to whether, under the circumstances
cited, the granting of a separation allowance in this case is in con-
formance with the provisions of the Standardized Allowance Regulations.
A legal opinion on this point would be appreciated.
