1. I think this deserves a little legal memo to settle the, points
involved. I offer the following initial cor.Ements:
25X1A Re memo of 24 September, paragraph 2, appears to be
"but i reasoning, which carries no legal significance.
Re paragraph 3; unless doubt as to the facts appears on further
study, I don't believe we need to obtain further affidavits.
25X1A 2 The problem then divides itself into two alternative situations:
If W is right, that the fund involved was a travel advance, I am
inclined to agree with his position, but feel we should substantiate.

hand, the lost money was an operational fund for which was 25X1A
responsible and accountable, we have a separate case of whether he
