MEMORANDUM FOR: Deputy Director for Administration
FROM: Legislative Counsel
SUBJECT: Employment of Retired officers
1. Reference is made to my previous memoranda
dated 20 November and 30 November 1950 on the employ-
ment of retired officers.
2. The legislation empowering the Federal Govern-
ment to hire retired officers will not come up at the
present session of Congress. It will be immediately
reintroduced in the 82nd Congress, and the Committee
looks for its passage w7thin 60 days.
3. Any separate legislation on this point which
CIA would submit will be bottled up by the Committee
until such time as the overall government bill is passed.
1i.. It is recommended that no further action on
this matter be taken until the new legislation is intro-
duced, at Which time the Committee will ask for our en-
