Attached is final draft, initialed by me, of the contract
we discussed. I believe it is now in satisfactory form. It is
understanding that this contract will be made effective and
the subject will begin training before the security check is
completed. There is no objection to this procedure, provided
no payments under this contract will be made prior to a favorable
security report and provided further that you inform subject that
if an unfavorable security report is given, no payments whatsoever
