To provide for the temporary residence of aliens seeking asylum
in the United States,

shall have discretionary authority to grant the privilege of
5 temporary residence in the United States to any alien who, (1)
6 having entered the United States law illy in the status of a non
7 iiiimigrant under Section 3(l) or Section 3(7) of the Immigration
S Act of May 26, 1924. as amended, (2) shall have terminated such
9 status by defection, and (3), because of a reasonable fear of
10 physical persecution on account of such defer .ion, shall be unable
21 to return to the territory of the count:r?y to which he owns or owed
12 allegiance at the time of entry into the United States,
