MEMORANDUM FOR THE RECORD:
SUBJECT: ICIS Standards on Classification
and Security of Information
1. In discussing other matters with Mr. William E. Foley,
Department of Justice, I inquired concerning the proposed ICIS
Minimum Standards for Classification and Protection of Classified
Information which CIA had commented on in a letter from the Chief,
Inspection and Security Staff, to Mr. Whearty. Mr. Foletiy stated
to me that he thought the position taken by CIA in that letter
was precisely what they had expected, and there was general
acceptance of the idea that CIA and some of the other agencies
customari]y handling highly classified material would have
standards higher than those set forth in the ICIS proposal and
would not be expected to alter practices required for the
performance of their functions.
2. Mr. Foley stated that the CIA letter would be presented
to the ICIS on Wednesday, 18 October, and if any questions came
up they would probably be raised at that meeting. No final
determination would be made on the final issuance, however, as
answers have not come from other interested agencies. On the
basis of this conversation, it appears that no further action is
required by CIA at this time.
