Hillenkoetter Director, Central Intelligence Agency 21.30 E Street, N.W. Washington, D. C. IC IS -P2/9 The. Interdepartmental Committee on Internal Security (ICIS), in accordance with its responsibility as an appendage of the National Security Council for the coordination of*internal security, proposes to request the Council to recommend to the President that he approve the enclosed draft Presidential directive on departure of persons from the United States, dated August 10, 1950. It is the opinion of the ICIS that the Department of State and the Immigration and Naturalization Service of the Department of Justice should be advised by interested government agencies of the names of persons, whether or not employed by such agencies, who are in possession of any information which the agency concerned considers to be of such a nature that the disclosure of it, either willingly or unwillingly, to unauthorized persons abroad would seriously endanger the security of the United States. If and when passport applications by citizens or applications for reentry permits by alien residents are received from such persons, the Department of State, or the Immigration and Naturalization Service, as the case may be, would consult with the interested government agency regarding the advisability at that time of the issuance of a passport or a reentry permit. The ICIS believes that the above measure is necessary in order11Qtter to assure the internal security of the nation. Since it is contemplated that the enclosed directive will be is to your agency, early receipt of your comments and concurrence 38` 6e u-ested.
